This has been happening as of recently whenever i try to make a call or if i receive a call i can't hear the other person on the line all i hear is tapping noises and the volume keeps jumping up and down
This even happens when i try to check my voicemail..
right now I'm wiping my device to see if its something installed

any suggestions?

Sounds like something's corrupted. If it's a settings file messing the phone app up, a reset/reboot/battery pull could work. If not, then yeah, reload the OS.
