If you get a DX then you have a multitouch keyboard that will allow you to hold shift and press what ever letter you want for caps. Double tap space for a period is standard and I never used the shortcuts on a BB because the Storm didn't have any.
It pretty much does those already...If you do double space, it will add a period...custom dictionary is part of OS...and for caps, just press the shift key twice...You can get the HTC_IME keyboard by Jonasl at xda and it will also let you modify the dictionary.
