when ever i rebbot my 9700 i get a request to add some contacts mostly

and

[email protected]

every time i block it it keeps asking mee

All you can really do is keep blocking, though if you go on the desktop app, it also provides you the option to report them as spammers, unless you want to go through the hassle of setting up a new account and re-adding all your friends.
