The new version of IM+ for Skype includes VOIP over wifi. With this version, you can't make VOIP calls without wifi.

Wifi + IM+ = VOIP Calling (half-duplex walkie-talkie style).
No wifi + IM+ = Phone call to connect to Skype's network first.
