Well, I've been searching on the forums and the information is yes/no/maybe.
this is my info:
location: canada
phone company: Telus
Phone: 8330
Plan: no data plan.
I'm looking for GPS service without needing data plan.
What do I need to do?

My understanding is that this is not possible. GPS on BlackBerry requires a data plan. Can't install maps locally via sd card.

Only possibility is MGMaps, although I don't know if the aGPS chip will work or not (since it uses cell tower info).

Trekbuddy also allows you to download maps in advance and place on SD card.
Other options allow tracking of your route - gpslogger.

As far as I know the 83xx series of Blackberry (vs. 8900/9000) do not have a stand alone GPS chip, and only use cell phone tower triangulation to identify your location. Therefore, you will need some form a data plan to locate your position.
