    It supposed to be a way to report bugs back to RIM, Not sure it ever worked properly IMO, however it looks like it is being removed from future versions. 4.6.1.112 didn't have it as well as the update that is posted in the sticky at top of forum also known as 4.6.1.83.
    Just wait till next official release and most likely it will be removed.

    I guess the software in the phones is actually a beta version. So the bug report would be used to help hone in the true version.

    Boy am I glad we were informed we were buying beta testing phones.

    To get rid of it, just go to options>bug report and uncheck the box next to "active".
    At least that got rid of it for me on .83.
