The full retail price for a 8900 from Rogers is 599 CAD plus 13% tax. Cost me roughly 600 USD.

I'm located in Southern California, and I can get them unlocked for $650, I am able to get my hands on 3...

Yes you can unlock them. The ones I can aquire are the T-Mobile USA QWERTY, when unlock you can use them with any GSM carrier.

retail price is $499 CAD which is about $418 USD

Here is the Rogers retail price for the 8900.

As far as i know Rogers doesn't carry the unlock codes.
