I was looking at the contest that RIM/TMO USA is holding BlackBerry - BlackBerry Curve 8900 Coming to T-Mobile and under that I clicked contest rules which under the section "Prize" I obtain the following information. Seems like retail value of the new 8900 might be $499.99?!?!
PRIZES: The approximate retail value (�ARV�) of the prize is $4,800.00 USD. The prize consists of six (6) BlackBerry Curve 8900 T-Mobile smartphones (ARV $499.99 USD each) and an individual voice and data plan for three (3) months of free service from T-Mobile to be used in connection with the six (6) smartphones (ARV $300 for each T-Mobile service plan).
Upgrade price and new contract price are the same if you at the 22 month mark of a 24 month contract.
Sweet! I'm well out of contract. I've been waiting on the 8900 since August or so and my contract was done in October. Still thought I'd be getting a bit of the shaft as I wouldn't be a new contract. This is great news! Money is in the account. Now it's just waiting.

I would have to guess an upgrade price would be closer to 250. The 150 to 200 range would be for New Contracts.

That sir is not always the case, especially with Tmobile or any other carrier for that matter. I won't be getting one so it really doesn't matter to me. I can't see myself back on Tmobile till they get a faster network.
