These days these days AFAIK there is no blackberry data packs, you need not to have BlackBerry data activated it will just work fine on your normal data packs which you use on other non BlackBerry devices.

Best BlackBerry I would say personally Classic or Passport.

They used to offer it because data through BIS was heavily compressed. It was useful at a time when internet on mobile was expensive.
