Most likely either a pre-release device, or stolen. Scrap it.

If you are sure.... then YOU will have to contact BlackBerry to try and see why it's been Blocked. Most of BlackBerry's support is really designed to be via the carrier or retailer you bought the device from, and that is who you should contact 1st. And they will upgrade you support issue to BlackBerry...

It may not be stolen, but it is blocked. Unless you can provide aq sales receipt from the store it was purchased from BlackBerry will not unblock the pin. They are the only ones able to assist, unless you contact them and provide the information they require, you are left with a blocked device.

Either of you can produce the receipt. But it is going to require the receipt before it is unblocked. As for contacting them, there is always the twitter channels and such.

    Don't even bother trying
If you have no receipt to prove your purchase, there's no way they will unblock it for you
For all you know, if you bought it online, or from someone random on the street, they could have stolen it
