Sorta of.... You will need to load a third party web browser, as the BlackBerry Browser won't work in 99% of the cases.
Also, anything that requires a BIS/BES data plan wont work, like BBM.

I have never had any problem logging into wifi hotspots with my 9900 (OS7). In fact, the process is automated and smooth. I don't have BIS. I do have a generic (regular, non-BIS) data plan, but I doubt that has any impact on hotspot usage.

The thread in my signature includes a lot of tips that should be of use to you. It occurs to me that it's possible that the Anworm service books mentioned in that thread have some impact on hotspot usage with the regular browser.
