    You should be able to find a setting this under Settings > Advanced Interactions, from there turn on Flip to mute.

    Is this a 10.3 setting?
    I have 10.2 and do not see this.

    Yes, this option is available in BlackBerry OS 10.3.1.

    Tap the grey button in the center when a call is coming in (the button you would swipe left to answer and right to end call). That will silence the ringer without sending the call immediately to VM. It will finish out its normal rings (from the caller's perspective) and then go to VM. I prefer this over "end call" which they can tell you dumped them to VM.
