When my Q10 on 10.3.1 started having issues with home WiFi, I initially started thinking it was my home router that was having issues.

Then, when my Q10 started having issues with not only my WiFi but other Public WiFi such as Shaw Go WiFi, or my university's public WiFi, I now realize that it might be the phone's fault.

Why is this happening? And how can I fix this?

just restart your phone. This will temporarily fix the issue. This will come back again in a few weeks. Another restart will fix it again.

Yes, and the same thing is happening with 10.3.2.281.
