as long as a sim is in (doesnt need to have a active plan, just needs to be a live sim), it should be fine.

and yes you can also just use WiFi to set up the device. a Q5 isn't like a iPhone in that way that it needs a sim card to be activated

I have multiple BB10s and play around with the Z30 from the Fall sale over WiFi. No problem activating. You can browse the internet, use BBM if you want to, use all of your apps, and just about everything besides making phone calls. This particular Z30 never had a SIM... has always been on WiFi. Take it to work to use the HDMI to play YouTube videos on the TV and also just use it to play games with friends; Trivia Crack and Android nonsense :-)

So short answer = yes!
