Funny thing is Rogers doesn't know what's going on. As searching for information on 10.3 and found this.

had a chat with Rogers' Rep for BB10 Device OS10.3.3 - he said that they consider that device is EoL and not going to push the update to their "locked" device. so I would be very surprise if I get the update notice

Spoke with MC at BB on Thursday. He assures me that every BlackBerry 10 device will get the update. Those with physical keyboard were pushed first. Touch keyboard devices will be pushed soon.

got the update on Saturday... 547 MB
Took two hours to upgrade.. Then the KB stopped responding so had to reboot my passport.

Then it took 6~7 hours to settle down.
Afterwards, noticed battery life increased ~30-40% and the Radio strength as well.
