Default for those that need email during the outage

You can use logicmail. It is a free imap/pop client. If you need exchange access get a trial version of either notifysync or astrasync which are activesync clients. All of them do not need bis so they will work. Won't help everyone but should help a lotof people who don't know about these apps.

See? THIS is what we need in times like these. Emergency Response teams to help temporarily fix issues such as this. Instead, people would rather ack ack ack about nothing working.

You could also install a backup browser that doesn't use BIS such as Bolt or Opera Mini.

Yup. Didnt mention it cause up until recently my web browsing was fine, it was actually faster than its ever been...go figure. Most 3rd party apps allow you to choose the connection you want to use, set it to Direct TCP and it should work. I think a lot of people dont know about that and think everything relies on BIS/BES.
