Default No push internationally? Out of region?

I have a user that lives in Philadelphia and is on our BES.
His BB works fine there, as all of ours do.
He went to the airport in Newark, NJ, and got no email while there.
Went to Rome, got nothing his whole time there.
Came back to Newark, still nothing, but when he got back into the Philly area, all his email came in.
    He's livid and wants answers.
Is there limited push with these things, or perhaps a coincidental outtage?
I'd appreciate any facts, theories, and fixes.
    Thanks,

There's a setting for "data off while roaming". Manage Connections / Mobile Network Options. Also check Network Selection isn't set to Manual

If that doesn't provide the answer, it sounds like it could be a permissions problem at cellular network level. You might need to raise this with your cell provider. You don't say which network provides your service - but is there any chance Newark is not covered directly by your home network and counts as "roaming"?
