Looks like wider network problems, but intermittent and apparently at random. Some users are reporting failures, others see nothinng wrong. I noticed a few users who were unreachable by BBM, but others on the same network were responding immediately. That tends to suggest issues at the cellular or internet level (again), rather than within RIM.
