it all depends on what phone you have and how long you've had it. If you have a smartphone, its a 30 month upgrade policy (formerly 2yrs). If you have something like a quick messaging device (non-data device), then it is an 18 month upgrade.
However, you do have the option to upgrade early now unlike before, but it can get expensive. If you have a non-data device then it is $10 per month for every month early (18 month upgrade policy)
If you have smartphone, it is $15 per month for each month you are early, and $20 a month for premium devices such as a torch or iphone 4.(30 month upgrade policy).
For example, if you have had a torch for 6 months, you will be 24 months early of that upgrade. With the torch being a premium device, you would have to pay $480 (24 months x $20) just on the early upgrade fee alone, plus the cost of the phone as well as the administration fee.
Lets say you have had an LG Neon (QMD device) for 16 months. You're early upgrade fee would be $20 (2 months x $10).
And if you've had something like a blackberry curve for 24 months, you will be 6 months early (30 month upgrade policy). You're early upgrade fee would then be $90 (6 months x $15). Therefore you would pay the cost of the upgrade, the administration fee and then the $90 early upgrade fee.
hope that helps.
