He is referring to the My Account app from Rogers as he is a Rogers customer. I just checked mine and its working fine. It could be as quoted above that you copied the non torch version over from your previous device.
When you open the app open up the menu and it says check for updates, click it and see if you have the current version or not, I had to do this when I switched to the torch. If that doesn't work then delete the app and reboot the phone, when it pushes the service books you'll get an icon for My Account that will link you to the download. Reinstall it and it should work.
