Yes, LiveProfile does use data. Social networking is simply another specialized data package that is restricted to social networking apps only (e.g. LiveProfile, email, BBM, MSN, etc.) as opposed to a regular data plan, which allows you to surf the net or use other apps requiring data access. With a social networking plan, you can do "social networking" as much as you like, without worrying about the data restrictions you might encounter in a regular data plan.
So if you're currently on a social networking plan and want to use LiveProfile, I don't think you'll have to worry about incurring extra costs. But just to be sure, you might want to phone Rogers and clarify that with a CSR first.
