    nope. you'd have to swim pretty far out before you're out of American waters. something like 200 nautical miles...

    do a wiki search for international waters, it will describe all that stuff to you, but you are still " in the country"

    0-200 nautical miles are classified as "Exclusive Economic Zone" ... so yea 201NM and out would be "international waters"
