I work at a motel (manager) and we have free wifi connections through out the building. I was wondering if there is anyway to send a msg to a guest who uses our wireless connection. Lets say, if someone connects to one of our routers, upon after connecting he/she receives a msg in a window like "Thank you for using *business* wireless connection.......ect... "..

What you want to do can be done and is called a "captive portal". It's usually a function of the hardware access point itself. This is a very common practice for hotspot owners who charge for their service or want the customer to agree to terms before using. I've setup several in the past. You can find some decent free ones, depending on your hardware. Check out DD-WRT sometime.
