No. The current OS does not allow developers to create such apps.

I know this isn't exactly what you're looking for but have a look at Ultimate Screen Saver - Beaches from ShaoSoft in App World. Has clock, rss feed, weather along with great beach pics as a screensaver. It's pretty neat.
