Any developer with 5 friends should be able to kick start a good review average. A development team each with 5 friends should be able to insure a good overall average.
But more importantly any developer who can establish a relationship with their clients would certainly bring any app to a 5 star level.
Calling all devs, respond to your clients! If they can be directed to CrackBerry Forums that should be easy, if not it still isnt difficult. But it is imperative the each app is looked after, maintained, and improved based on your clients input.
You must be convinced that good ratings are not only a reflection of good apps, but also good customer relationships. It shouldnt matter if the app is .99 or 9.99 (the price of a pizza).

dont forget one thing though..... some customers/users dont even know how to use the rating scale...... I have seen ratings of 1 star, and the same reviewer writes how much he/she likes that app....... welcome to the world of confused people and yet more of the ones who holds zero knowledge of simple math/grading system.......
Ah, hanging chads all over again. I demand a recount or reSTAR!
