I have a doubt on the BIS, the service provider in Taiwan told me that, BIS received 15-minute collection, it is normal?

Depends on what email system you have integrated BIS with. If it is a POP3 service then yes. If it is IMAP and the server does not support the IDLE command, then yes again. In essence, if the email system has no method for notifying a client (i.e. BIS) that a new message has arrived, the BIS will poll on a (approximate) 15 minute interval.

Per rim support line, 12-15 minutes.
