Your carriers rep is an i-d-i-o-t. The 9810 is HSPA+ however what shows in the corner of the phone is carrier dependent. So one carriers phone may say 3G, while anothers 4G while anothers will say H+... They are all HSPA+. You see the problem is with the 4G naming... unlike with 3G, any carrier is allowed to call their HSDPA network 4G but In reality 4G is actually called 4G LTE.
Its really confusing and hard for me to explain. So unless you have a 4G LTE phone, you will not have true 4G. However a HSPA+ phone can be marketed as either 3G or 4G it is actually in between the two. I guess you can call it 3.5G as I do believe some carriers have already called it this.
As for your speeds, it all depends on where you are, how much interference, your signal strength, how much congestion on the network, how many people are connected to the towers your connected to.... theres just too much variance for you to see anything close to what speeds are advertised for the phone.
