Is Dolphin 20 BB (250 mb) the same as having BIS? Or do I have to pay an extra £5?

I am looking at buying the Blackberry Curve 9300 and am just wondering if the Dolphion 20 BB package lets you use BBM without having to pay the extra £5?

Any package over £20 on an Orange, Dolphin plan includes BlackBerry Internet Service free of charge.
