The partner could be a global wireless telecommunications organization with separate operating units in various nations. It could even be a distributor rather than a wireless company for all we don't know about the details of this order.

Because of the massive number I'm assuming it is a carrier "partner" then, as opposed to a company for corporate use.

My guess is a multinational carrier, such as Orange or Vodafone.

It would ordinarily think it would not be a carrier given that the carriers order in batches. But outside of a government entity I would be at a loss to say who it might be. Who knows maybe the us defense department made the order

Well I automatically thought it was a carrier since who has a staff of 1M employees that is not entry level labor, no one. However, it does mean they plan on pushing the phone seriously.

Well outside of a carrier, who would have a need for a million phones? Government is about the only one I can think of.

Has to be carrier or distributor.

If you go by this list: List of largest employers - Wikipedia, the free encyclopedia - not likely corporate.
