All newer Verizon LTE phones are unlocked for GSM. It was the deal they had to make with the government for the 700MHz spectrum.

Yes he can take a cash offer if he wants. VZW's are going for around 450 on CB. HOWEVER this one is brand new.

9.5 cause it was used for a week - I immediately went back to a Bold 9000 on my TMO line after my VZW z10 came in - Also - I cleaned out my PM inbox, as there is a flurry of activity going on....
