The OS is the latest available, 10.3.2.2888, with the Android Runtime updated to 831 so that Android files can be added and deleted.

It is already unlocked. I bought it outright from BestBuy, and got it unlocked by AT&T right away.

If you were to buy it from me and found that it was not unlocked or that anything else was unsatisfactory to you, you could return it to me and I would gift you back via PayPal for the original cost plus the return postage. Check my 100% positive rating on Ebay under the same user name, KenV54. (I've listed it on Ebay for $110 "Buy It Now" so if I get an offer there in the meantime I would have to take it.)
