Yes, there are differences. When a carrier releases an OS update, they are usually tested for "bugs" etc. Not to say that it is perfect by any means, but at least tested.

The unofficial releases are more or less beta versions leaked out by RIM. Essentially, the users of the unofficial releases are doing the research of discovering the bugs in the OS.

I would compare it to Microsoft releasing their latest beta version of Windows 7 for product testing.
