phone automatically trying to udate PRL's

ok...quick background info...im running a .419 hybrid (7.12 i believe)

here's the problem...after ending a call my phone has this pop-up box on it "Updating PRL settings" etc or something along those lines. and it basically freezes on that screen forcing me to do a battery pull. the phone is fine after the battery pull, but it's still a pain in the arse to have to do this...

anyone else have this issue or know what i need to do to fix it? adjust settings etc?
