Is wifi hotspot contingent on the carrier or is it available as long as you have a 9900?

Will not load though this is a very early build probably everything lags and the battery life is horrible lol

They should be releasing the same leaked OS for most of the other OS 7 devices.
You may even see .115 at some point today.
I can confirm that the mobile hotspot works on my device (Had to call Bell though), some reports of random rebooting as well. Some may want to wait for .115
