Does anyone know if the Wifi hotspot feature is contingent upon your carrier or does it become available regard of the carrier once you have a 7.1 build installed?

Early builds do have WiFi Hotspot capability. You should check with your carrier about being able to use it.

this will be usable radio and all on cdma models where .74 will be some java (cod) at best

Who knows maybe .74 had CDMA support, but just the CDMA version of it wasn't released.

if it works and you didn't pay for the tethering plan, you might be in for bill shock.

i think they can be pretty good at detecting tethering. YMMV
