Does anyone know if the Wifi hotspot feature is contingent upon your carrier or does it become available regard of the carrier once you have a 7.1 build installed?

if it works and you didn't pay for the tethering plan, you might be in for bill shock.
i think they can be pretty good at detecting tethering. YMMV
