Can't Run Leaked OS on PC

I've downloaded the 6.0.0.461 Leaked OS for Bold 9700 and I'm trying to run it on my PC so I can install it on my phone, but half way through running the .exe it gives me this error, "The Application Loader is currently running. Before proceeding, please close it. Select Cancel to abort Installation."

I didn't have Application Loader open so I don't know why I'm getting this Error. I tried a Restart to no avail and then did a complete shutdown and reboot also to no avail. Without opening anything and going straight to running the OS to my PC it just gives me that error after going through a few things.

Am I doing something wrong?

I know how to install an OS, I've done this several times. When I get to the step where I'm supposed to install/run the OS on my PC it give me the App Loader is running error and tells me I can't go on until it's closed. Problem is...App Loader isn't running and I've gone into my processes and force quit anything related to my BB and even tried a reboot and installing of the OS without opening anything after the reboot. It still thinks App Loader is running for some reason.

Is it by chance that there is DM or apploader running in the task bar?

I had an issue where apploader automatically ran itself even during startup and hid itself in the task bar

Restart your PC and try again without running anything else in the background (especially BlackBerry Desktop Manager)

ML, he tried restarting and a complete shutdown. I've set in bold font where he said that.

Start the windows task manager and see if the loader is running. If it is select that task and end it. Also look in add/remove programs to see if an old OS install is hung up. Remove all the old OS loads. If one is hung, you may have to download that installer again, uncompress it and then run the uninstaller to get it fully removed.

I've already tried this too...well at least the task manager thing. I'll see about the removing of the old OS, but I had already deleted the older OS.exe file off my computer.
