Default Argh, what am I missing? Trying to install Vodafone .353 for Bold9900

I'm currently on Rogers .261 trying to install the official Vodafone os.317 for my Bold9900.

I downloaded the os file to my pc and installed it.
Deleted the vendor file
Ran the loader.exe
Followed the instructions on screen but it finished installing almost instantly.
And won't actually load the os onto my phone...

Am I missing a step? Is it even possible to load another carrier's os onto my rogers' phone?
Any help would be greatly appreciated.

Edit: my mistake, I'm actually trying to load the official os 317.

Sorry, another thing: uninstall every previous version of OS for the same device (if you have it) before to install the new.

I have tried all that and it still wouldn't recognize I have a new version.
Ontop of disabling my internet connection, I even disabled my mobile network and still no fly.

are you using desktop manager 6?

1) use BBSAK to wipe phone before loading os.
2) make sure ur not using DM 7 as my friends and i had some issues loading os' with it (its not official soo i can see why).
3) reinstall the .353 and 6.1 dm and reboot your pc. when u plug in your phone quickly open loader.exe and connect it. should work it works for me every time.

Really? Nobody's found the answer?? It's been posted before...

Search your hard drive for vendor.xml - you'll find that there are now TWO copies, one in the usual place and another one. Delete both and try again.

No need to wipe anything...

Finally got it working! There was indeed a second vendor.xml that I did not know about. =D Much appreciated to all who responded with tips.

wehre is the other vendor file is at? I found the usual one

Didn't find the other vendor file, but able to install the os via dm 7 directly. Weird...
