Correct. Retail is the same way. 1 active license. However, Retail copies are allowed to be moved to a different machine. OEM's aren't.

I've typically seen this if the CPU fan isn't hooked up properly on the CPU fan header. Should be close to the CPU.

Nuh, it was the psu, I bought a 500w now and returning the Seasonic.
