I don't think there is an official date. But considering it will be released with the Passport and classic we should see it for other devices soon after.

Hopefully they'll give an update next week. As always, it will be somewhat up to the whim of individual carriers.

Last I heard, 10.3 was being released on the Passport, and 10.3.1 will be released "shortly after" for all other devices. I don't believe they specified a date, but I would imagine it will be some time in Oct. at the earliest.

But alas, no one but apple does and Apple did it by making it a condition of "if you want to carry the IPhone, this is gonna happen"

Everyone else waits for the carriers to approve. BlackBerry is pretty good at rallying coordinated updates under these constraints compared to others but it shows the carrier power, particularly in the US.

Always up to the carrier, unless you have a pure android. With these devices, update come quickly and do not have to go through the carrier.

Another device that dose not have to go through the carrier is Apples' IPhone, which is why I'll be selling my Z30 and purchasing one.
