Well what I suggest is buy a device only from a vendor who is verified and is willing to send you a valid bill of sale. That ways you will be safe from any fraudulent activity.

Once they find that data is blocked from working, or the police bust them from unknowingly possessing stolen smartphones, either way, we're going to see threads in the 9900/9930 forums asking for help.. Then we'll have to break it to them.
