I can access the site http://www.logicprobe.org/builds/logicmail/latest/ using wifi on my laptop no problem. But I don't understand when I switch the bb 9700 over to wifi and use the same wifi as the laptop which works, I can't access the site.

Does the Blackberry use Rogers route even thou I'm using my wifi?

I just accessed the directory via Bell BIS and WiFi.

Will your bb access the site without WiFi?

It still goes via BIS. But wifi should work. Have you tried without the sim card? Have you specified the browser settings to not be hotspot browser? Options > advanced options > browser: internet browser

What you can try is go into your browser, options, then browser configuration, on the top where it says browser, click on it and scroll down to hotspot browser then press your back button to get back to your browser and type in a website. It works for me when I'm not using my data plan.
