Cars with over 300HP can have a far better fuel economy than cars with 100HP.
Take a BMW M3 and a Toyota Prius as an example.
When you drive with a constant velocity of more than 140 km/h, I can pretty much guarantee you, that the BMW M3 will consume less fuel than the Prius.
Especially for CPUs, it is of crucial importance to finish a task as fast as possible, to then have them idling again.
And how do get tasks done faster? With a faster CPU.
This helps to save battery power btw.
Of course there are limits to all the things I mentioned. If a CPU uses more power while idling, than another one that works full-throttle, we probably won't see any battery improvements.
But I am pretty sure that, generally speaking, I am correct.

When Android phones with twice the specs of the Z30 outperform it in terms of battery life, you can bet that better specs help to improve battery life.

When all other OEMs introduced phones with Snapdragon 801 chips early this year and 16-20 MP cameras as well as 2-3 GB of RAM, lately even 1440p screens (LG G3), how is the Passport spec sheet wise suddenly a highest end device, different from earlier BlackBerry products? Why lawyers write a hundred/ thousand pages for a simple use case which actually isn't that simple to describe.

Let's take flagship phones and that battery discussion. Through more power efficient chipsets from Qualcomm and better power management of the OS as well as batteries that grow bigger and bigger, Android OEMs manage to get the same or even more battery life although they cramp bigger and bigger displays with higher pixel density in them. Now that's precise. But what does that say about the Z30? Exactly nothing, because everything else being equal, putting a 1080p screen into that phone as it is, will get you inferior battery life. Because it needs more resources. Power consumption can only be reduced by using better manufacturing technique (like smaller die size) or better materials, which is unlikely to happen regularly. Hell, AMD R9 270X consumes almost 50% less power at peak performance than nVIDIA GeForce 9800GT at idle and that beast performs almost thrice as good as 9800GT, but a single case like that does not mean the majority is like that, because for more performance you either need to bring in more workers or get things to be done smarter. AMD R9 290X performs better but also consumes much more power than R9 270X
When we say "better specs", there can only one interpretation: better processing performance. Technically speaking, Z10 has better specs than BlackBerry Curve 8520, and how is the battery life? What about iPhone 5S, with all its 64bit glory, compare to old school BlackBerry 9700?
And yes, I specifically targeted your "usually", because usually better specs actually means less battery life, after all all those extra processors and pixels have to be powered somehow. This, of course, does not include scenarios where people jam in even more processors and also jam in an even bigger battery to compensate, because that does not mean anything at all in the bigger picture.
Most Android phones obtain the battery life by inserting bigger battery thanks to their big size. Lower specs devices are generally smaller sized, and thus lacks the room for bigger battery. Get Galaxy S5 to use 1800 mah battery, crank up graphics intensive games against Z10, see how the battery holds up

However, if you look at the competition, the only thing the Passport should really be praised for is being way better than previous BB10 devices. Because unfortunately for BlackBerry the true competition will probably already introduce higher specs and a new 'gimmick' (4k?) this year. That would again leave it in the middle of the market specs-wise, and probably at top dollar again.

The one thing I would like to understand is:
If BlackBerry really wants to market this device as a 'Passport', why did they forget to add a fingerprint scanner to it? Those have been mandatory on passports for a long time where I live.

- Come on man! Aren't you gonna tell us all about what the human eye can and can't see and talk about the distance you hold the phone from your face and what not? Why the sudden change of heart? You've spent most of your time on this site defending the Z30's 295 PPI screen by calling anything with higher PPI a waste of battery power that the human eye can't even see, yet no problems with it now? No honestly, the Z30 forum was hilarious when the phone launched. And Bluenoser was on the forefront to prosecute everyone who wanted better specs and didn't praise the Z30 as the second coming of the Christ.
Now BlackBerry finally uses the specs they should have used a year ago and suddenly he doesn't say anything about how the human eye can't see the difference between 720p and 1080p on a phone.
Suddenly, you can actually see the difference :O
But obviously not because we were able to see the difference 2 years ago...
NO! It's because the Passport is designed to display CRTs and MRTs...
(which it obviously isn't. The focus of the Passport won't be the medical sector. The specs should give it away: It's a device for everyone looking for a high-end phone with a big screen and keyboard. One might say, that it's much rather a consumer device)
