Wrong... If this was the case, the email would turn to a red X on the BB and the header would indiate "Couldn't Send More Message".
Never got that before. I just get the message that doesn't go away. (Outlook set to remove messages after 7 days so this has happened on more than one occasion.) I never knew I should get a message.
