BB10.3.x.xxx OS is required for third party call filtering and blocking.
Prior to 10.3.x, BlackBerry had not released the API's for third party app to access the device phone.
Further, the only access granted is to auto-ignore a phone call based on a user black list for call blocking. The function of "pick-up/hang-up", there by removing the caller from even being allowed to access your voice mail, has not been released by BlackBerry.
So if you are running an OS lower than 10.3 on a BB10 device, no call blocking app will actually work.
10.3.x or higher, most all quality call blockers will work, within the constraints of the BlackBerry API.

That said, I use the call blocking feature in Power Tools.
I find it works quite well, plus is also blocks SMS/MMS and can also filter email.

I recommend Spambox. It's native and it free.
