I didn't have what I needed to update the firmware on my pebble at the time, but I got it updated.

Threads on official releases are dumb, for the reasons bla1ze pointed out earlier. If there's an official date, it would be reported on the main page.

OS Version: 10.2.1.2141 / Software Release: 10.2.1.2102.

You can use Vodafone Portugal's numbers to get that release for Q10:

MCC: 268
MNC: 01

The Verizon Q10 is model SQN100-2 and Vodafone's is SQN100-3, so you need to enter SQN100-3 in Sachesi, but on the Q10 the radios are all the same, so that shouldn't be a problem.
