    If you want to use the Controlled APIs you'll need a RIM signing certificate.

    No. Read the site.

    It's only $100, and you don't need a trial cert for testing as you can compile and run anything on the simulator without the cert. Once you have a working alpha version and you are ready to test on your device, then you'll need the cert.
