I have a BB 9650. Always able to reboot in about 5 minutes. Now the bar stops about 60% and doesn't move for 15 minutes. Any help would be appreciated

Load anything new lately? Music, apps, or themes? You could always restore it to an earlier backup.

You need to reload the OS. .. This will fix it.

Yes I had installed NetworkACC. I have uninstalled and that seems to have fixed the problem.

You bet! Sure wiping and reinstalling the Os would fix it. But then again you would never have figured out what caused it! It is something you do after you have tried to figure out what went wrong. If you don't find out what went wrong, chances are it would happen again!

Please try doing a full wipe and restore of os. If that doesn't work, its probably a problem with the internal boot ROMs and you will need to take your phone to your nearest service center.
