As long as it's unlocked, it can be used on any GSM network. If you buy it used, make sure the PIN is clear if they plan on using it w/ BIS.

Ebay would be a better choice if your planning on going the used route. Craigs list is ok but you have to watch out for scammers a little more. How much more are the BB's in Colombia compared to the States?
