I bought the full version of BBAlerts. During registration I needed to give my PIN. If I got another BB phone and did the backup/restore thing with my apps, could I continue using full version BBAlerts with the new phone? Would the new phone have its own PIN? Or would I have to purchase the app again?

Your new BB will have it's own pin. Some places may make you purchase the app again, but some will not. You may be able to switch the app over seamlessly. Usually if you keep the same email they will use that as proof that you already purchased the app and email you a "code" to start using it again.

Each phone has it's own unique PIN, and you should be able to transfer the purchase between devices.

According to what I looked up, the main reason it asked for PIN is to interface and notify you in the application itself. As long as you have backed-up your applications, you shouldn't have a problem. Just update your PIN when you transfer application to your new BB.
