I'm a little confused on this so I'm hoping that someone can clarify. If I get a new device I know I need to log in to my carriers BIS site (in this case Verizon) and update my PIN and ESN/MEID for the new device. My question is: Does this automatically release my old PIN and ESN from the BIS server or would I need to still contact my carrier and get it released?

    It should release your PIN.

If that doesn't do it then a quick phone call to VZW support would solve it.

That's what I thought, I just wasn't sure. Thanks for the help.

Do you think old Pins get re-used?

A PIN is specific and unique to each individual device. It is possible that after
sending your old phone to warranty, and after they restore it, that someone
    else receives that phone.

refurb phones are reused so the pins would be the same as when someone else had it
